English Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a new study of local authorities, English councils are planning to sell community centers, athletic facilities, and shopping arcades as they bet on a fire sale of assets to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils representing major urban areas in the UK reported that 60% of local authorities are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Councils have in the past faced criticism for disposing of playing fields and land to support their budgets, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

The group noted that a high proportion of authorities attempting to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would prioritise restructuring services and utilising financial reserves to manage growing fiscal pressures.”

Specific Examples of Planned Sales

One local authority in Kent announced its asset disposal plan featured the sale of a retail complex in Rainham and a social club in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks owned in two English counties, which all provide rental income for Medway council, will additionally be sold under the strategy.

Local Levy Rises and Wider Financial Pressures

This research of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will need to raise local levies next spring to cover the growing cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

The authority explained it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to deliver both improved services and cost efficiency,” said a council leader.

He added: “There are demographic pressures which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Projections

A survey of county councils this week further found council budgets being strained by the growing number of young people and older individuals requiring special educational assistance.

The County Councils Network projected that local shortfalls will hit £4.4bn a year by 2029, as they grapple to manage rising needs.

Ministers have delayed planned reforms to the Send system until the coming year after a policy document setting out those reforms has been postponed.

Disadvantage and Funding Shortfalls

According to the most recent indices of deprivation (IMD) covering UK local authorities, several key cities members were included in the most disadvantaged in England.

  • “Member cities like several major towns place in the top 30 across the country under the latest deprivation indices,” noted the report.

“While only one key city is in the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of England. The figures highlights the extent of challenges facing local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that accounts for and responds to the real levels of deprivation and need,” said a council leader.

“Lacking this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of local authorities have cut or compromised social care provision in the last year, the study found.
